The “Combating Domestic Violence Against Women and Children” project financed by a grant from the Japan Fund for Poverty Reduction, administered by Asian Development Bank. The Grant Agreement was signed by the Government of Mongolia and the Asian Development Bank has become effective on 1 February 2019. The Ministry of Justice and Home Affairs (MOJHA) is the project executive agency (EA) and the Project Implementation Unit (PIU) was established under the Secretariat of Coordination Council for Crime Prevention (SCCCP), MOJHA. The project outcome is the strengthened quality of and access to prevention and multi-disciplinary response to domestic violence. The project aims to deliver three main outputs: (i) multi-disciplinary response and livelihood assistance services to domestic violence survivors delivered; (ii) capacity of key officials and staff responsible for protection and rehabilitation services for domestic violence survivors improved; and (iii) behavior of key stakeholders on prevention, reporting, and protection of survivors improved. Detailed information of the project can be obtained from: The MOJHA intends to recruit a national consulting firm to implement the Behavior Change Communication activities.


The purpose of the assignment is to design and implement a focused behavior change communication (BCC) campaign in 5 project sites that are tailored to improving prevention of and recognition of domestic violence forms, reporting, and protection of survivors and families. The consulting firm will implement the national multi-media activities, including communication products for persons with disabilities and BCC campaigns among men, and adolescent boys and girls in project target areas.


The consulting firm will engage for three years (intermittent) from 1 April 2020 to 10 December 2022 to design and implement the BCC campaign for improved recognition of domestic violence forms, reporting and protection of survivors and families. The consulting firm is expected to work closely with relevant consulting firm conducting the baseline and end-line surveys for the particular outcome.


The consulting firm is expected to meet the following core requirements; i) minimum of 5 key experts meeting the requirements of this TOR; ii) sound expertise and at least 5 years of experience in design and implementation of behavior change communication    projects including community campaigns, preferably with a focus on gender issues; iii) demonstrated experience in conducting gender based violence communication and education campaigns among youth and adolescents. Consultant firms will be selected in accordance with the procedures set out in the ADB Procurement Policy (2017, as amended time to time) and Procurement Regulation for ADB Borrowers (2017, as amended time to time). Interested consulting firms must provide information indicating that they are qualified to perform the services (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc.). Consultants may associate to enhance their qualifications.


Before submission of Expression of Interest, an information session will be held at 10:00 am hours, Ulaanbaatar time on 19 December 2019 to give first-hand information on the assignment at Meeting room, Level 18, Shangri-La Office, Shangri-La Centre, 19A Olympic street, Sukhbaatar district, Ulaanbaatar 14241, Mongolia (contact: 976-51-265125 for further information). The purpose is to give detailed information about the project, and provide instruction to the interested firms about the consultancy service requirements (e.g. scope of work, expected outputs), and how to prepare a responsive submission. Representatives from interested firms will have an opportunity to ask any questions or clarifications.
