CONSULTING SERVICE RECRUITMENT NOTICE
CONSULTANCY SERVICE FOR TRAININGS ON FINANCIAL AND LEGAL LITERACY, AND IMPLEMENTATION OF A PILOT ECONOMIC EMPOWERMENT PROGRAM FOR SURVIVOR WOMEN OF DOMESTIC VIOLENCE
The Combating Domestic Violence Against Women and Children (Grant 9198-MON) project is being implemented by the Ministry of Justice and Home Affairs (MOJHA) and administered by Asian Development Bank (ADB) with funding of the Government of Japan. The project aims to deliver three main outputs: (i) multi-disciplinary response and livelihood assistance services to domestic violence survivors delivered; (ii) capacity of key officials and staff responsible for protection and rehabilitation services for domestic violence survivors improved; and (iii) behavior of key stakeholders on prevention, reporting, and protection of survivors improved. Outcome of the project is the quality of and access to prevention and multi-disciplinary response to domestic violence strengthened. The MOJHA intends to recruit a national consulting firm to conduct series of trainings on financial and legal literacy, and implementation of a pilot economic empowerment program for survivor women of domestic violence.
OBJECTIVE OF THE ASSINGMENT
The purpose of the assignment is to develop training manuals and train 150 domestic violence survivors on financial and legal literacy programs and including self-awareness and personal development tools through two phases of training in project target sites. The assignment also includes an implementation of a pilot small-scale program for domestic violence survivors. 25 success stories of the empowered women of the small-scale program will be documented as part of the Behavior change communication outcome evaluation findings.
SCOPE OF WORK
The consulting firm will engage from June 2020 to December 2022 (continues) to design and implement training program for domestic violence survivors in project target sites. The training consists of two-phases and including development of training manuals on financial and legal literacies and business proposal development. The consulting firm will implement the pilot small-scale grant program on economic empowerment among the domestic violence survivors. The consulting firm is expected to provide input in 25 success stories on economically empowered survivor women to the Behavior change communication consulting firm. The consulting firm is expected to monitor and report in line with the Project Design and Monitoring Framework and on the performance against the indicators for the output. SELECTION CRITERIA AND REQUIREMENTS
Expression of Interest will be evaluated based on consulting firm’s competencies related to management, technical, geographic competence, and proposed team of expert’s qualifications. Consultants will be selected in accordance with the procedures set out in the ADB Procurement Policy (2017, as amended time to time) and Procurement Regulation for ADB Borrowers (2017, as amended time to time). Interested consulting firms must provide information indicating that they are qualified to perform the services (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc.).
