CONSULTING SERVICE RECRUITMENT NOTICE
CONSULTANCY SERVICE FOR IMPLEMENTING TRAINING PROGRAM ON EFFECTIVE MULTI-DISCIPLINARY RESPONSE AND LAW ENFORCEMENT PROCEDURES, CROSS-SECTORAL COORDINATION AND PSYCHOLOGICAL COUNSELLING FOR KEY STAKEHOLDERS
The Combating Domestic Violence Against Women and Children (Grant 9198-MON) is being implemented by the Ministry of Justice and Home Affairs (MOJHA) and administered by Asian Development Bank (ADB) with funding of the Government of Japan. The project aims to deliver three main outputs: (i) multi-disciplinary response and livelihood assistance services to domestic violence survivors delivered; (ii) capacity of key officials and staff responsible for protection and rehabilitation services for domestic violence survivors improved; and (iii) behavior of key stakeholders on prevention, reporting, and protection of survivors improved. The MOJHA intends to recruit a national consulting firm to conduct series of trainings tailored to different stakeholders for strengthening effective multi-disciplinary response and law enforcement procedures, cross-sectoral coordination for prevention and response to domestic violence.
OBJECTIVE OF THE ASSINGMENT
The purpose of the assignment is to build capacity of the key stakeholders and service providers in prevention, reporting, responding to domestic violence at different levels of responsibility in accordance with the revised Law on Combating against Domestic Violence. The capacity building program will train over 900 officials involved in multi-disciplinary teams, one-stop service centers, shelters, members of the Coordination Sub-Councils for Crime Prevention (CSCP), 107&108 helpline operators and selected psychologists of police and Family, children, youth development department (FCYDD). Training manuals specifically tailored to the needs of different audience will be developed. Capacity of coordination and management of multi-disciplinary response to domestic violence, provision of legal, health and social services for the victims of domestic violence will be strengthened.
SCOPE OF WORK
The consulting firm will engage from December 2021 to December 2023. Capacity of the key stakeholders and service providers will be strengthened in preventing, reporting, and responding to domestic violence as outlined in the revised law on Combating against Domestic Violence. The consulting firm is expected to design and implement training program in delivering the multi-disciplinary services for the victims of domestic violence in project target sites and at the national level. Trainings will be organized to strengthen the effective multi-disciplinary response, law enforcement procedures, cross-sectoral coordination, and psychological counseling for local multidisciplinary teams, members of coordination sub-councils for crime prevention, staff of shelters, OSSCs and 107 &108 helplines, and selected psychologists of the project sites. Over 900 government officials will be trained in capacity building trainings. The consulting firm will develop training manuals for different stakeholders tailoring to their key roles and needs as outlined in the Law Combating Against Domestic Violence. The consulting firm is expected to monitor and report in line with the Project Design and Monitoring Framework and on the performance against the indicators for the output.

SELECTION CRITERIA AND REQUIREMENTS
Consultants will be selected in accordance with the procedures set out in the current edition of the User’s Guide to Selection of Consulting Services for Borrowers. Interested consulting firms must provide information indicating that they are qualified to perform the services (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc.). Consultants may associate to enhance their qualifications.
