ENVIRONMENT SPECIALIST

The Combating Domestic Violence Against Women and Children (Grant 9198-MON) is being implemented by the Ministry of Justice and Home Affairs (MOJHA) and administered by Asian Development Bank (ADB) with funding of the Government of Japan. The project aims to deliver three outputs: (i) multi-disciplinary response and livelihood assistance services to domestic violence survivors delivered; (ii) capacity of key officials and staff responsible for protection and rehabilitation services for DV survivors improved; and (iii) behavior of key stakeholders on prevention, reporting and protection of survivors improved. The project outcome will be the quality of and access to prevention and multi-disciplinary response to domestic violence strengthened. Environment Specialist – National (4 person-months)

The MOJHA intends to recruit a qualified Environment Specialist (consultant) to support the executing agency and Project Implementation Unit (PIU) in ensuring the implementation of an Environmental Management Checklist (EMC) for civil works in the project sites and to prepare the quarterly progress reports and a completion report of the EMC implementation. The purpose of the assignment is to ensure adequate environmental management compliance in line with ADB’s Safeguard Policy Statement and the government environmental guidelines.

Tasks. The Environment Specialist will work for 4 months on an intermittent basis under the supervision of the PIU Coordinator. Main tasks and outputs include the following but are not limited to:

  • Advise contractors and PIU on requirements of the project EMC including the project grievance redress mechanism;
  • Provide training on the EMC implementation and monitoring for the implementing agencies and civil work contractor;
  • Review a draft site-specific Environmental Management Table (EMT) prepared by the civil work contractor;
  • Monitor and ensure proper implementation of the site-specific EMT and conduct at least three site visits every month to the construction site (at the beginning and completion stages of civil work; and at least 2-3 times during demolishment and construction);
  • Identify any implementation issues related to the environment and provide recommendations for a solution;
  • Review and provide recommendations to the monthly progress reports submitted by the contractor during the construction;
  • Prepare the quarterly progress reports of the EMC implementation (including compliance; inspections and findings; problems encountered during the civil work and operations; and relevant corrective actions undertaken);
  • Along with a civil engineer, carry out the civil work completion inspections to confirm the regularity and safety of 5 buildings/shelters as necessary;
  • Prepare the EMC implementation completion report (in English and Mongolian languages) including compliance of the EMCs during civil works of all five buildings; and
  • Confirm that the civil work in Songinokhairkhan district does not cause any involuntary resettlement or land acquisition issues.

Required Qualifications, Skills, Expertise and Experience

  • Bachelor’s degree in environmental sciences, environmental engineering or a related field. Graduate degree is preferred.
  • Minimum general experience of 5 years
  • Minimum relevant experience of 2 years
  • Experience in conducting the project environmental assessment and management, preferably in projects financed by international financial institutions
  • Submit evidence and information of similar work experience (contract, agreement, acceptance form, etc.)
  • Excellent written English language skills
  • Familiarity with the ADB Safeguard Policy Statement (2009) is preferable.
